Strategic Framework

The Football Development Plan sets out a vision towards 2020 and beyond with clear tangible targets for continued football development in Bangladesh. The strategic plan illustrates the game’s priorities over the next few years with a vision and dream towards the future as highlighted in the road map lead up to 2028. The focus over this period is on key technical ‘pillars’ — Referee Development, Medical and Sports Science, Professional Clubs & Leagues, Elite Player Development, Women’s Football, Grassroots, Coach Education & Development and Competitions.

The development of the game both short and long term revolve around these eight strategic football pillars. All of the interdependent pillars are equally important so the development of the game depends on all of the strategic pillars moving forward in a systematic well concerted manner. Action plans have been formulated around these pillars to be implemented up to and through 2020. The federation’s budget and organisational structure has also been aligned accordingly. The plan envisions a uniform structure of developing regional grassroots youth coaches and support throughout the divisions, districts and sub-districts in Bangladesh. We will select and recruit the gifted, talented and elite players across age groups from U12-U19 both male and female.

We will support the next generation of coaches throughout sub-districts, districts and divisions, help sustain club structure and provide club development resources, we will continue to work closely with the professional clubs, in terms of elite player and coach development and provide support across all technical departments. We will assist with their administration structure. We are reemphasizing a referee development plan that aligns with the plan for comprehensive support and education for such match officials. The federation will be structured to provide professional service to the game in all areas and funds will also be aligned for continuity and sustainability in the long run. We will synergise and synchronise the competition calendar up trough 2020 to allow innovation, uniform approach and careful communication for all stakeholders.

Competitions drive Development. With that in mind, BFF envisioned a 4-year competition model and structure from 2017 for its third phase building on development phases 1 & 2. In this phase, the federation will be looking to engage and enrich the ‘Next Generation of Teachers, Players, Coaches and everyone involved in the game.

 

Key Objectives

  • Identify, recruit and select the best elite players from U12 – U19 both men and women and bring them under full time football and education programmes, through comprehensive innovative academies and residency programmes.
  • Compete and succeed at SAFF and AFC competitions at all age levels through the development of elite players.
  • Provide opportunities for everyone to get involved in football through the development of flexible competitions at all levels of the game.
  • Develop all areas of Women’s Football though grassroots and participation initiatives and create opportunities for women players, coaches and administrators to develop and excel.
  • Develop the two top tier professional leagues into a highly popular and commercially sustainable competition.
  • Encourage and support the premier league and champions league professional clubs in the development of young players, support and help arrange U18 youth competition for the professional clubs.
  • Develop a comprehensive coaching & education scheme which provides education and development opportunities for all coaches at all levels of the game.
  • Manage a comprehensive grassroots coaching workforce which supports players, coaches, clubs and school development throughout Bangladesh.

Elite Player Development

U12 Boys – Key Objectives

Provide a long term approach to the development of elite youth players from U12-U19.

Provide a comprehensive elite youth football development education and development programme for the U12 age group.

Create a consistent elite football development environment for 50 U12 players.

Select and recruit elite U12 boys from schools and district initiatives induct them into elite residency programmes periodically.

Provide a holistic elite youth program which focuses on all aspects of long term player development initiatives and principles.

Deliver a multi-faceted elite programme which provides technical, physical, social and psychological outcome within an overall long term player development concept for youth players.

 

U14 Boys – Key Objectives

Provide a long term approach to the development of young elite football players.

Provide for a comprehensive youth elite football development programme.

Create an elite youth football development environment for 30-35 male U14 players.

Provide a holistic elite youth programme for boys focusing on all the aspects of long term player development values and principles.

Deliver a multi-faceted elite programme which provides technical, physical, social and psychological outcome within an overall long term player development concept for youth players.

Establish an overall framework for the long term vision and philosophy of youth development and aspiring young players.

 

U16 Boys – Key Objectives

Provide a long term approach to the development of young youth elite football players.

Provide a comprehensive elite youth football development programme.

Create an elite youth football development environment for 30-35 U16 players.

Provide a holistic youth elite programme focusing on all aspects of long term player development values and principles.

Deliver a multi-faceted elite programme which provides technical, physical, social and psychological outcome within an overall long term player development concept for youth players.

Establish an overall framework for the long term vision and philosophies of youth development from U14-U19.

 

U19 Boys – Key Objectives

Provide a long term approach to the development of young youth elite football players.

U16 Girls – Key Objectives

U14 Girls – Key Objectives

Provide a long term approach to the development of elite women football players from U14-U19.

To provide a comprehensive women’s elite football development education program and development program for the U14 age group

Create an elite football development environment for 50 U14 women players

Select and recruit U14 Girls from the JFA supported National Championship and induct them into a periodic elite residency program.

Provide a holistic women’s elite programme which focuses on all aspects of long term player development initiatives and principles.

Deliver a multi-faceted elite program which provides technical, physical, social and psychological outcomes within an overall long term player development purpose and concept.

 

U16 Girls – Key Objectives

Pioneer League U16 Boys – Key Objectives

Organise a Dhaka U16 Boys Youth League competition in the districts, sub-districts and Dhaka zones.

Provide opportunities for clubs, youth players and coaches to play in a Dhaka competition in the districts and sub districts coordinated by the BFF in partnership with DFA, DFO’s and the zones.

Ensure that U16 age category aligns with the federation’s elite youth development and complements the residency programmes.

Create a league competition format coordinated by zones accommodating full participation and inclusion with the districts and sub-districts in Dhaka.

Provide meaningful opportunities for club players and help them participate in a league with regular matches throughout the zone, districts and sub-districts.

Offer meaningful opportunities for new and existing clubs, players and coaches to participate.

Offer meaningful opportunities for new and existing referees to participate.

Offer opportunities to stage football festival events alongside the matches.

National District Championships – Key Objectives

Organise nationwide club competition league in districts and sub districts throughout Bangladesh.

Provide opportunities for clubs, youth players and coaches to play in a nationwide competition in the districts and sub districts coordinated by the BFF in partnership with the DFA, DFO’s and zones.

Ensure that the club competition aligns with and complements the federation’s participation strategy and creates opportunities for clubs, players and teams to participate in a progressive competition.

Create a league competition format coordinated by the zones for open participation and inclusion of the districts and sub-districts.

Provide meaningful opportunities for clubs, players and coaches to participate in a league competition with regular matches throughout the districts, sub districts and zones.

Offer meaningful opportunities for new and existing teams, players and coaches to participate in a nationwide competition.

Offer meaningful opportunities for new and existing referees to participate.

National School Championships – Key Objectives

Organise a nationwide school competition for girls and boys in the districts and sub districts throughout Bangladesh.

Provide opportunities for schools, players and coaches to take part in a nationwide competition in the districts and sub districts coordinated by the BFF in partnership with the DFA, DFO’s and zones.

Ensure that the school competition aligns with and compliments the federation’s elite youth development and residency programmes.

Create a school competition format coordinated by the zones for fully open participation and inclusion with the districts and sub districts.

Provide meaningful opportunities for schools and school players to participate in a competition with regular matches in the zones, districts and sub districts.

Offer meaningful opportunities for schools, players and coaches to participate in a nationwide school competition.

Offer meaningful opportunities for new and existing referees to participate.

Offer opportunities to stage football festival events alongside the school matches.

Grassroots Festivals U12, U14, U16, U18 – Key Objectives

Organise nationwide age group festivals in the zones, districts and sub districts throughout Bangladesh.

Provide opportunities for male, female players and coaches to play in age group festivals in the districts and sub districts coordinated by the BFF in partnership with the DFA, DFO’s and zones.

Ensure that the age group category aligns with and compliments the federation’s talent selection, elite youth development and residency programmes.

Create age group festivals coordinated by the zones open to full participation and inclusion with the districts and sub districts.

Provide meaningful opportunities for players to participate in a league with regular matches throughout the zones, districts and sub districts.

Offer meaningful opportunities for teams, players and coaches to participate in a nationwide school competition.

Offer meaningful opportunities for new and existing referees to participate.

Offer opportunities to stage football festival events alongside the school matches.

Offer opportunities to stage coach education workshops alongside matches.

 

BPL BCL U18 Youth Competition – Key Objectives

Facilitate and coordinate an elite U18 development competition with the BPL/BCL professional clubs as part of AFC Club Licensing mandate.

Collaborate with the BPL/BCL professional clubs, support and structure a Youth U18 squad connected to each BPL/BCL club.

Provide opportunities for elite Youth U18 players to play in a tournament and league format coordinated by the federation.

Create opportunities for all BPL/BCL clubs to develop their own players through a systematic youth development structure and competition.

Offer meaningful opportunities for the elite Youth U18 players to be part of a BPL/BCL professional club development structure.

Create a player pathway from grassroots to clubs, residency programmes, youth structures at the BPL/BCL professional clubs and international age group football as part of the federation’s elite player development philosophy.

 

National District Championship U19 – Key Objectives

Organise a nationwide U19 boys’ youth league competition in the districts and sub districts throughout Bangladesh.

Provide opportunities for clubs, youth players and coaches to take part in a nationwide competition in districts and sub districts coordinated by the BFF in partnership with the DFA, DFO’s and zones.

Ensure that the U19 age category aligns with and compliments the federation’s elite youth development and residency programmes.

Create a league competition format coordinated by the zones for open participation and inclusion with the districts and sub districts.

Provide meaningful opportunities for club players to participate in a league with regular matches throughout the zones, districts and sub districts.
